Abducters & adducters are great for the thighs. You can do them lying on the floor, low or no weights, high reps.
Also you can change positioning of your legs when you do squats. A wider stance w/toes pointing out will work the inner thighs, a narrower stance w/toes pointing forward will work outer thighs. Again, low weight, high reps.
