Trouble Zone

Does anyone have any suggestions on how to tone your inner thighs? This area of my body is very difficult to tone up and whenever I gain a few pounds it goes straight to my inner thighs . I have no problems with my arms, butt or abs. I know you cannot spot train, but has anyone used any piece of cardio equipment or exercise video that helped them tone this particular area. I was considering purchasing a spinning bike as this works mainly the lower body muscles. All suggestions are welcomed.
